Role Purpose

The Lead Transport Specialist undertakes  activities required to develop strategies and operational policies for the Transport Sector. Contribute in the development of MCPSs. Oversee the implementation of IDB’s transport sector policies in member countries.  Contribute in the preparation and execution of operations plan. Lead  the identification, appraisal, supervision and implementation of a complex and cross-county IDB financed projects under the Transport Division. Significantly contribute to knowledge generation and sharing and act as reference point. Mentor and coach team members. and represent the Bank in relevant related activities and lead technical communication with external stakeholders on transport related issues and initiatives.

Key Accountabilities and Activities
  • Contribute in the preparation and execution of annual operations plan for transport sector.
  • Oversee the achievement of the Division work program and Sector targets.
  • Lead  the Mission for country programing and identifying projects for IDB financing
  • Lead the development and implementation of Transport Sector Strategy and Policy.
  • Design and implement IDB's policies, procedures and guidelines relating to the transport sector interventions, including consideration to environmental and social safeguard issues.
  • Contribution in the development of Member Country Partnership Strategy and formulation of country programs for Transport sector development.
  • Lead analysis, preparation and present substantial information and analyses in support of the interdepartmental working groups on the Transport sector.
  • Lead identification of opportunities for IDB projects in the Transport sector in member countries
  • Lead identification, appraisal, supervision and implementation of a complex and cross-county IDB financed projects under the Transport Division
  • Provide substantial insights in country dialogues and advice to executing agencies on project preparation and implementation.
  • Lead project supervision and assessment missions of selected complex projects to monitor field activities and to assess the achievement of project/sector objectives;
  • Oversee the outcome assessment of the assigned Transport sector portfolio through periodic review of projects/TA portfolio and, during Country Portfolio Performance Review and TAs assigned in the portfolio.
  • Lead the preparation of project implementation assessment and support reports (PIASRs) and project completion reports (PCR) of selected complex projects to provide insights into the achievement (or otherwise) of project/sector objectives;
  • Guide,  advise and coach junior Transport team members
  • Contribute to IDB  knowledge repository by documenting best practices and lessons learned
  • Represent Bank in relevant conferences on the Transport sector and other activities for advocacy.
  • Ensure the introduction of best practices in handling of sector projects and programs in Transport Sector.
  • Undertake applied research on Transport sector projects, programs and other initiatives of the Bank.
  • Provide advice and share knowledge as subject matter expert related to sector issues
  • Ensure the introduction of best practices in handling of sector projects and programs in Transport Sector.
  • Prepare reports on development of Transport sector and portfolio performance in in member countries
  • Advice management on latest developments in the transport sector and implications on IDB’s strategies and operations.
  • Lead communications with various stakeholders, including peer institutions, for resolution of issues and provide clarification on technical matters as needed
  • Represent the Department in meetings with other departments to further strengthen IDB’s sectoral program planning and implementation.
  • Represent IDB at relevant conferences, seminars, events and meetings.
  • Prepare and present  periodic and ad-hoc reports as requested by the management.
Qualification
  • Master degree in Civil Engineering / Economics / Transportation / Relevant discipline.
  • Project Management Professional
Experience
  • 12 years of working experience in a relevant / similar position.
Technical Skills
  • Experience in the sector planning, projects and studies with a multilateral development bank across 5-6 member countries
  • Experience in managing multi discipline teams in relevant sector specialty
  • Experience in leading country sector dialogues in transport and transport related fields
  • Fluency in English and French Languages is required. Arabic Language is an advantage.
